About the Role

About the Role:

The Deputy Director, Non-Incentive Programs plays a key leadership role within CALSTART’s Clean Fuels & Infrastructure team. This role translates portfolio strategy into actionable workplans, oversees complex projects from planning through delivery, and ensures consistent outcomes across grid integration, utility engagement, and market development initiatives.

What You'll Do:
  • Lead execution of non-incentive clean transportation projects, managing scopes, schedules, budgets, and risks.
  • Supervise and develop a team of 3-4 project managers and technical staff.
  • Translate organizational priorities into executable project plans and roadmaps.
  • Coordinate cross-functionally with policy, data analytics, and business development teams.
  • Ensure delivery excellence by tracking KPIs and implementing process improvements.
  • Engage external stakeholders, representing CALSTART in meetings with members and utilities.
What You'll Bring:
  • 7–10 years of progressive experience in clean transportation, energy, utilities, or infrastructure development.
  • Bachelor’s degree in business, engineering, environmental science, public policy, or a related discipline.
  • Demonstrated success managing complex programs with multiple stakeholders and deliverables.
  • Experience with grid-related projects, utility engagement, or corridor development for zero-emission vehicles.
  • Formal people-management or supervisory experience.
  • Strong communication skills and proficiency with project management tools (e.g., Monday.com, Mavenlink).
Desired Skills & Qualifications:
  • Master's degree in a relevant field.
  • PMP certification or formal project management training.
  • Experience with utility planning processes or regulatory proceedings.
  • Familiarity with national and state clean transportation policies.
  • Ability to travel approximately 10-20% for meetings and site visits.
